INTRODUCTION
Afrika Burns Creative Projects (AfrikaBurn) serves as the custodian of Quaggafontein and Vaalfontein. Meeting the land towards the end of 2019, AfrikaBurn officially moved its operations there in November 2020. Since then, we have been feeling our way forward in developing processes, protocols, practices, and policies, so that we as a community can be our best selves in a landscape that balances the hopes and dreams of our creative community with Tankwa Karoo neighbour relations, flora and fauna, natural resources, heritage, and regulatory requirements.
Supporting a community’s creative intentions and endeavours extends to the possibility of limited Storage Privileges, when available and appropriate, for Creative and Service Crews. This possibility, availability and appropriateness remains at the sole discretion of Afrika Burns Creative Projects, and is managed in accordance with the greater vision of AfrikaBurn and in line with the agreement with the landowners.
Storage Privileges Application Process
Applications open for Storage Privileges only when there are available spaces at the Storage Area. When there are spaces available, new applications for Storage Privileges will open between 1 September and 30 November. Reapplications are open in the same period.
When applying for Storage Privileges, the Crew Lead:
- Agrees to provide their own personal details and those of an alternate contact for whom they have permission to share personal information.
- Applies for Good Standing through the relevant portfolio committee (the type of project the crew most identifies with e.g Artwork, Theme Camp) and submits the response in application.
- Assumes sole responsibility and all associated risks for any storage container and its contents.
- Accepts that Storage Privileges are bestowed to the Crew Lead for one year only 1 September – 31 August, and do not confer to the Alternate Contact, other Crew Members or to the container (or caravan etc) itself and/or its contents.
- Understands that no container may move onto Quaggafontein until the applications has been approved
- Acknowledges that once approved, the Storage Privileges Agreement requires reapplication and subsequent approval on an annual basis, that continuation of Storage Privileges is not automatic or continuous.
- Undertakes to remove the container along with its contents within a period of 90 days, unless otherwise agreed in writing by the Operations Manager, should the Storage Privileges lapse, be revoked or the Crew Lead fail to reapply and obtain approval for Storage Privileges.
- Understands that failure to remove the container within the agreed timeframe will result in the container becoming “orphan” meaning: Afrika Burns Creative Projects can take control of the container, will open the container, remove or redistribute the contents, and utilise the container for its operations.
TERMS AND CONDITIONS FOR STORAGE PRIVILEGES AT QUAGGAFONTEIN
- Creative or Service Crews must be registered, and remain in Good Standing to enjoy Storage Privileges on Quaggafontein
- Storage at Quaggafontein is strictly for material assets that form the basis of a registered Creative or Service Crew’s gift to the temporary community of Tanwa Town.
- An inventory is to be supplied before the container arrives on site, then updated and reviewed annually.
- All items stored on Quaggafontein are to be consolidated/contained. No loose free-standing items will be stored. It is imperative that storage areas do not resemble or become a junk or scrap yard at any time.
- No goods or equipment that are organic, perishable, illegal, hazardous, a fire risk, explosive, foul smelling or anything that constitutes a risk or nuisance to the AfrikaBurn team, or other Creative or Service Crews who also enjoy Storage Privileges.
- No Mutant Vehicles are permitted to be stored at Quaggafontein whatsoever.
- Excepting the locked container itself, sited in the storage area, the principle of Leave No Trace should be upheld at all times
- All costs associated with the moving of containers, to, from and around site, will be for the Crew’s own account.
- Containers stored at Quaggafontein need to be painted in the colours/pattern specified by AfrikaBurn within 6 months of the container arriving to site
- Containers are to be maintained in working order
- All items are stored at the Crew’s own risk and Afrika Burns Creative Projects does not guarantee the security thereof.
- Insurance for Crew, containers and their contents is not offered or provided by Afrika Burns Creative Projects
- Access to Quaggafontein outside of the event requires express permission from the Operations Manager and is strictly for the purposes of attending to the maintenance and care of the container and its contents.
- The Crew Lead and any accompanying Crew voluntarily assumes all risks and responsibility for themselves and their personal property, any minors or wards accompanying them to Quaggafontein and their personal property, including but not limited to:
- damage, loss or destruction of personal property;
- damage, loss or destruction of property not owned by you;
- driving, flying to, or entering Quaggafontein and Vaalfontein for any reason whatsoever
- injury, serious injury or death;
- A list of all crew personnel planning to visit Quaggafontein needs to be provided in advance and approved by the Operations Manager.
- Overnight stays outside of the event may incur conservation fees or charges.
OBLIGATIONS OF CREW LEADS
Once storage privileges have been granted, Creative/Service Crew Leads undertake to:
- Ensure the container is securely locked at all times and ensure an adequate number of keys are distributed between the Crew in order to prevent containers, and their contents, becoming an ‘orphan’ when individuals move on from the Crew. NOTE: A key holding service is not provided centrally by AfrikaBurn.
- Follow the Container Packing Guidelines when packing their container.
- Provide AfrikaBurn with an extraction and return schedule that is strictly followed and is aligned with the dates as set out by ABCP
- Obtain and adhere to all of AfrikaBurn’s current site and farm/land management protocols and guiding principles when accessing the container.
- During the annual AfrikaBurn event period set up and strike:
- practise radical self-reliance by taking full responsibility for providing all necessary equipment and vehicles needed for moving the contents of the container and/or the container to the designated placement area or camp address.
- Ensure that there is a representative of the creative crew or a designated representative from another crew on site to receive and place the container on their designated site as well as to oversee the moving of the container to the designated placement area post event. This does not need to be the same person, but the representative may not be a member of the AfrikaBurn event team
- Ensure that all applicable supplier guidelines are adhered to – including supplier registration if necessary
- move container/contents prior to event opening during the Work Access Pass period only and return containers to storage within 5 days of event closing, unless otherwise authorised by the Operations Manager.
- follow all valid instructions from all event team members and professional service providers, including instructions regarding specified routes and times for container movements.
- Avoid interfering with the work of the event team
- Ensure that the container and its contained contents are returned only to the designated placement area.
- Do not make requests of the AfrikaBurn organisation & operations team, including the Department of Public Works and any appointed Service Providers that go beyond the scope of this agreement.
